Mission
Center for Economic and European Studies is a non-governmental, non-profit, independent organization, dedicated to improving public policy in the European Integration process for sustainable, inclusive, green, and resilient socio-economic development, and achieving sustainable development goals in Montenegro and Western Balkans.
Our Core Team:
Nenad Vujosevic has more than 20 years of professional experience in entrepreneurship and private sector development. He develops and coordinates projects with the goal to enable the sustainable development of the SME sector, especially in the tourism and wine industry. Nenad Vujosevic graduated from the University of Montenegro, Faculty for Tourism and Hotel Management.
Nina Vujosevic is an economist with 20 years of experience in macroeconomic and fiscal policy areas; public sector reforms, competitiveness, and economic growth. She is one of the founders of the Center for Economic and European Studies, a non-governmental and non-profit organization devoted to supporting Montenegro’s integration into the EU and economic reforms for sustainable economic development.
She works as a World Bank consultant for a public sector reforms with a focus on SOEs and worked for two years as an advisor to the Executive Director in the World Bank (2019-2021).
Previously, she was a State Secretary at the Ministry of Finance of Montenegro (2017-2019). In this position, she coordinated and participated in the preparation of the Macroeconomic Reform Programme of Montenegro, Fiscal Strategy and Public Finance Management Strategy implementation as well as tax policy and regulatory environment reforms. She also served as an Advisor to the Prime Minister of Montenegro for Economic Affairs (2015-2017) when she was appointed to coordinate technical aspects of regional economic integration within CEFTA and the Berlin Process on behalf of the Government of Montenegro. She also worked as the Director-General for Development at the Ministry of Economy (2010-2015).
During her work for the Government of Montenegro, she actively participated in the negotiation process for Montenegro’s membership in the EU as the head of the working group for Chapter 1 – Free Movement of Goods, and later as a negotiator for Chapters 16 – Taxation and 29 – Customs Union.
She worked for five years in the NGO sector as a policy analyst (2001-2005), and 5 years in the banking industry in the area of public finance (2006-2010).
Nina Vujosevic was lecturer at the University of Donja Gorica in the field of International Economics (2008-2019), and used to work with UNDP, GIZ, and CEF consultants in areas of public sector reforms and competitiveness enhancement.
Mrs. Vujosevic holds a Ph.D. and M.Sc. in Economics from the University of Montenegro and a Graduate Certificate in Professional Studies: Economic Analysis from the University of Maryland, College Park, USA.
Mirjana Ivanovic, Media and Communication Expert, Associate
Mirjana Ivanovic is a media and communication expert with 15 years of professional experience. She worked for 5 years in media – as a journalist in daily newspaper “Vijesti” and an editor in “Dnevne novine” newspaper, after which her career continues in different government institutions. Ivanovic worked as a spokesperson in the Administration for the Prevention of Money Laundering and Terrorism Financing for one year, and in the Ministry of Interior for three years. She was Advisor to the Deputy Prime Minister for Political System, Interior, and Foreign Policy and worked as an advisor to the Prime Minister of Montenegro for 4 years. After ending her engagement with the Government, she worked as a communications consultant for international organizations such as UNDP and OSCE. Ivanovic is a General Secretary of SEECOM- a non-profit organization that gathers public sector communicators from SEE and a Director of Program Development in Arhimed Company.
Radovan Zivkovic, Macroeconomic Analyses, and Forecasting Specialist, Research and Analyses Associate
Radovan Zivkovic has more than 35 years of professional experience. He worked in the private sector until 2003. He started to work for the Ministry of Finance of Montenegro as a budget analyst in 2003 and macroeconomic analyst in 2006 where he worked for 6 years.
Mr. Zivkovic worked as the Head of the Department for Macroeconomic Projections and Analysis in the Ministry of Finance since 2012.
He Completed various courses at CEF Ljubljana for budget and macroeconomic projections and a medium-term budgeting course in Atlanta, Andrew Yang School for Policy Studies 2004. He also completed various online courses in macroeconomic projections (IMF), and Online Model Thinking course.
He holds a BA in Economics from the University of Montenegro.
Goran Jovetic started his professional career as a high school student in the family company “Montcarton” d.o.o. Podgorica, where he was engaged in commercial work until 2001, when he continued his professional career in the private company “Pet zvijezda” d.o.o. Podgorica in the position of sales manager.
After graduating, he continued his career in public administration at the Ministry of International Economic Relations and European Integration, where he was employed from 2004-2006, when he began his engagement in the Secretariat for European Integration, where he worked until 2007. Since February 2007, he has been employed in the General Secretariat of the Government, then in the Office of the Deputy Prime Minister for Economic Policy and Financial System as a Senior Adviser. He was appointed Secretary of the Government Commission for Economic Policy and Financial System in 2009, and in 2011 he was appointed Advisor to the Deputy Prime Minister for Economic Policy and Financial System until December 2016. From January 2017 to November 2020, he was the State Secretary in the Ministry of Public Administration, in charge of public administration reform.
Since 2008, he has been engaged as an advisor to the President of the Privatization Council. He was a member of the Board of Directors of the “Montenegrin Electricity Market Operator” from its establishment in 2011 to 2016.
From 2009 to 2012, he was an associate at the Faculty of Economics in Podgorica on the subjects of Economic Philosophy in Academic Studies and Fundamentals of Management in Applied Studies. From 2019 to 2021, he was hired as an associate at the Faculty of Maritime Studies in Kotor.
Mr. Jovetic holds a M.Sc. in economics and BA from the University of Montenegro. He obtained a state scholarship for doctoral research in the field of economics and is currently working on a doctoral thesis at the Faculty of Economics, the University of Montenegro, and the Faculty of Economics, the University of Ljubljana in the field of economics and public administration reform.
