Partnerships for Sustainability and Greater Accountability of Public Enterprises
On December 8, 2023, CEES signed an agreement with the Institute Alternative for the implementation of a new project entitled “Partnerships for Sustainability and Greater Accountability of Public Enterprises”, with a total value of EUR 4,996.52. The implementation of the project begins on December 10, 2023 and will last until March 10, 2024. The objective of the project is to strengthen the role and participation of civil society organizations (CSOs) in overseeing the operations of public enterprises through improved monitoring of key financial performance indicators and compliance with corporate governance criteria. The project is part of the broader project “Public Enterprises under Civil Society Oversight” implemented by the Institute Alternative and financed through IPA funds. Cooperation with CSOs to Enhance the Accountability of Municipal Enterprises
On February 20, 2024, CEES signed an agreement for the implementation of the four-month project “Cooperation with CSOs for Greater Accountability of Municipal Enterprises.” The project is part of the broader initiative “CSOs in Montenegro – From Basic Services to Policy Shaping – M'BASE,” implemented by the Center for Civic Education (CCE), in partnership with the Friedrich Ebert Foundation (FES), the NGO Center for the Protection and Research of Birds of Montenegro (CZIP), and the NGO Politikon Network, in cooperation with the Ministry of Public Administration and the Office for European Integration of the Government of Montenegro. The project is financially supported by the European Commission, through the EU Delegation to Montenegro and the Ministry of Public Administration.
Better Criteria for the Selection of Boards of Directors to Reduce Corruption Risks
The Center for Economic and European Studies implemented the project “Better Criteria for the Selection of Boards of Directors to Reduce Corruption Risks” within the broader project PACT Against Corruption (Partnership Against Corrupt Tendencies), awarded by the United States Embassy in Montenegro, Bureau of the U.S. Department of State for International Narcotics and Law Enforcement Affairs (INL). The project was implemented during the period from December 23, 2024 to January 27, 2025.
Gender-Responsive Financing for Climate Resilience in Northern Montenegro Municipalities
On January 15, 2025, CEES began the implementation of the project “Gender-Responsive Financing for Climate Resilience in Northern Montenegro Municipalities.” The overall objective of the project was to improve the living standards of women in the northern region of Montenegro through the application of gender-responsive budgeting, enabling more efficient and effective allocation of budgetary resources to address climate change.
The donors supporting the implementation of this project were the Austrian Development Agency (ADA), the Gender Budget Watchdog Network (GBWN), and the Swedish International Development Cooperation Agency (Sida), while Women’s Action served as the implementing partner in Montenegro. This project was part of the broader initiative “Strengthening Transparency and Accountability for Gender Equality in the Western Balkans and Moldova (GBWN Phase II).”
Digital Security for Greater Financial Inclusion of Youth
On December 1, 2025, CEES began the implementation of the project “Digital Security for Greater Financial Inclusion of Youth.” The main objective of the project is to enhance financial inclusion and improve the quality of life of young people through improved knowledge and skills in using the digital financial environment.
The specific objectives of the project are: (i) improving digital skills among young people; (ii) increasing awareness of the importance of security in the use of digital financial services; (iii) enhancing knowledge of financial security, including data protection, fraud identification, and safe online practices; (iv) advocating for the integration of digital literacy with core financial education; and (v) contributing to increasing the impact of digital literacy on employment. This project is part of the broader initiative “Protection of Rights and Promotion of Digital Citizenship: Montenegrin Digital Shield (MDS),” implemented in Montenegro by the Center for Civic Education (CCE) in cooperation with the Agency for Audiovisual Media Services, with financial support from the European Union and co-financing from the Ministry of Regional and Investment Development and Cooperation with Non-Governmental Organizations.
Economic Development of Northern Municipalities: How to Achieve Greater Development Through Tax Reform?
On December 24, 2025, the Center for Economic and European Studies (CEES) concluded an agreement with the Ministry of Regional and Investment Development and Cooperation with Non-Governmental Organizations for the implementation of the project “Economic Development of Northern Municipalities: How to Achieve Greater Development through Tax Reform?” with a duration of 12 months. The project is implemented within the framework of the public call “A Step Towards Local Economic Development.” The objective of the project is to highlight the insufficient transparency and effectiveness of a large number of levies, particularly parafiscal charges, in 13 local self-government units of the Northern region, the least developed region of Montenegro, and to provide recommendations for the optimization of these levies.
