On December 24, 2025, the Center for Economic and European Studies (CEES) concluded an agreement with the Ministry of Regional and Investment Development and Cooperation with Non-Governmental Organizations for the implementation of the project “Economic Development of Northern Municipalities: How to Achieve Greater Development through Tax Reform?” with a duration of 12 months. The project is implemented within the framework of the public call “A Step Towards Local Economic Development.” The objective of the project is to highlight the insufficient transparency and effectiveness of a large number of levies, particularly parafiscal charges, in 13 local self-government units of the Northern region, the least developed region of Montenegro, and to provide recommendations for the optimization of these levies.
